The truck pulls up on Hickson Road at 6:45 on a Wednesday morning. The formworker has driven in from Marrickville with the docket, his steel is on the trailer behind him, and the pour on level 22 is booked for seven. The loading dock is already blocked. The plasterers are unloading a full curtain-sider that nobody in the site office knew was coming, the crane operator has just gone up for a coffee, and a City of Sydney ranger is walking down the street writing tickets. This is not a rare Wednesday. It is the predictable output of a booking process that lives in a supervisor’s head, six WhatsApp threads, and a paper sheet at the gate. Trades book the crane by phone. Suppliers confirm slots by SMS. Nobody except the supervisor sees the whole calendar, and the supervisor is on level 22 trying to sort out the pour.

Every trade on the programme is competing for the same three physical resources on the same morning: the loading dock, the hoist, and the crane. Each of those resources has a limited number of usable windows in a shift. A concrete pour eats the crane for three hours. A plasterboard delivery blocks the dock for forty minutes. A facade panel needs the hoist and the crane at once.
The problem is not that the site is oversubscribed. The problem is that nobody can see the subscription list. What CBD projects actually deal with
Australian councils have tightened the screws on urban construction traffic over the last decade. The City of Sydney requires a construction traffic management plan as a condition of consent on most CBD developments, covering where trucks stand, where the crane sits, and how loading and unloading is contained inside the site. The City of Melbourne construction permit zone reserves a strip of kerb for a minimum of six months and comes with strict conditions on hours and vehicle types.
Precinct-level plans go further. Development control plans covering places like Green Square in Sydney require builders to lodge a construction management plan for every site, dealing with truck routing, out-of-hours works, noise, and neighbour impact. In Melbourne’s inner west, truck curfews and 24/7 no-truck zones restrict when heavy vehicles can move through residential streets at all. Brisbane sites feeding Cross River Rail work under comparable haul route conditions.
A delivery window on a Barangaroo, Green Square, or Fishermans Bend site is not a suggestion. It is a permit condition, and every missed slot lands back on the principal contractor as a ranger, a fine, or a neighbour complaint.

An idle truck on a CBD street is only the first line of the invoice. The concrete agitator sits on a standby clock. The pump crew booked for the level 22 pour is standing next to it. The crane operator, whose window was meant to be the formworker’s steel, is now doing nothing because the trades below him have not cleared the dock. The plasterer who “just needed 20 minutes” has taken ninety.
None of this shows up in the programme until Friday, when the critical trade slips a day and the following trade slides too. On a $40M commercial job, a repeated pattern of missed delivery slots quietly erodes float on the very tasks that were meant to protect it. What good construction site deliveries look like
Builders who have got on top of this treat the loading dock as a scheduled resource, not a first-come queue. A live calendar exists for the dock, the hoist, and the crane, with each slot tied to a trade, a supplier, and a delivery reference. Every subcontractor can see the calendar before they call their supplier. Every driver has a confirmed window, a gate, and a person to report to.
The improvement is measurable. Cranes get more productive hours per shift. Trucks stop queuing on the street. Rangers stop writing tickets. The site diary starts matching the programme, because the programme starts matching what is actually happening at the gate.
