Diversion is worth more than compliance
Most builders treat the diversion target as a condition to satisfy and forget. It is increasingly a tender question, principals and government clients ask for demonstrated diversion performance across past projects, not just a plan saying you intend to.
The dockets are the evidence. Keeping them reconciled as you go turns a compliance chore into something you can put in a submission.
A template, not a submission-ready document. Your development consent conditions govern and they vary considerably between councils. Read them before adapting this. Waste volumes are estimates from generic generation rates, not a measured quantity take-off. State environment protection requirements apply in addition to consent conditions.

Why the CEMP and the waste plan belong together

Councils frequently ask for them as separate documents, which is why most templates treat them separately. On site they are the same set of decisions made by the same people about the same materials.

Where waste is stockpiled determines whether it ends up in the stormwater system. How concrete washout is handled is simultaneously a waste question and a water quality question. Whether material is separated on site determines both the diversion rate and how much of it blows around the neighbourhood.

Combining them produces one plan that the site can actually follow, and it can still be submitted as two if the consent requires it.

Sediment control fails in the first storm

The most common environmental breach on a residential or commercial site is sediment leaving the property during rain, and it almost always happens because controls were installed for the inspection rather than for the weather.

Silt fence trenched in properly holds. Silt fence laid on the surface and pinned does not. The first real flow goes under it. A stabilised site entry that has been driven over for three weeks without being topped up is no longer a stabilised site entry. Inlet protection filled with silt is a dam, not a filter.

The controls that work are the ones inspected before rain rather than after it, and the plan should say who does that and when, not just which devices are installed.

Diversion targets have to be measured to mean anything

A waste plan that states a diversion target and never measures against it is a statement of intention. The number that matters is the one on the disposal dockets, and it only exists if someone collects them.

Separation on site produces much higher diversion than mixed-waste sorting off site, but it needs space, discipline and enough bins, which is a decision made at site establishment, not one that can be retrofitted when the target is missed.

The tool asks you to enter your target rather than supplying one, because targets come from the consent, the client or the rating scheme, and a template number would be either wrong or meaningless.

Waste classification is the expensive mistake

Getting the classification of excavated material wrong is one of the few construction errors that can cost more than the work that generated it. Material assumed to be clean fill and found to be contaminated after it has been placed somewhere becomes a remediation problem at two sites instead of a disposal cost at one.

Classification is a matter for a suitably qualified person and the applicable state guidance, and the tool records the classification and its basis rather than determining it.

Keep the disposal dockets. They are the only evidence of where material actually went, and the question is usually asked years later by someone who was not there.
