What an asbestos register records
An asbestos register is the document that records identified asbestos or asbestos-containing material in a building: what it is, where it is, its condition, and how it is being managed. It exists so that the next person to disturb that part of the building knows before they start rather than after.
The register is a record. The asbestos management plan is what you do about it. They are related but distinct, and a register alone does not discharge the obligation to manage the risk.
This tool structures the register. It does not identify asbestos, assess condition, or determine risk. Those are matters for a competent person, and in many cases for a licensed assessor.
What this tool states, and what it refuses to
One date is worth stating plainly, because it is a matter of historical record rather than a judgement call. Australia banned the manufacture, import and use of all forms of asbestos from 31 December 2003. The tool uses that date to prompt you: a building from before 2004 is flagged as one where asbestos-containing material may be present, and a later one is not treated as clear, because refurbished or relocated material still turns up.
What the tool will not do is tell you what the law requires of you. You will find pages online stating specific review intervals and specific thresholds at which particular duties are triggered. We are not repeating any of them, because our research pass on the legal duties was never completed, and asbestos is the last topic where it is acceptable to publish a number we have not verified. Those requirements sit in the WHS Regulations and the relevant Code of Practice, they differ between jurisdictions, and Victoria and Western Australia sit differently again from the model framework.
So the register asks you for the review date rather than calculating one, and asks for the risk rating rather than deriving it. Get those from the person qualified to give them and from your jurisdiction’s current requirements.
Condition matters more than presence
Asbestos in sound condition and left undisturbed is generally managed in place. The risk is created by disturbance (drilling, cutting, sanding, demolition, water damage, or degradation over time) because that is what releases fibres.
This is why the register records condition rather than just location, and why the condition entry needs to be revisited rather than recorded once. A sheet that was sound at the last inspection may not be after a roof leak.
It is also why the register is only useful if the people about to disturb the building actually see it. A register that lives in a file nobody opens before drilling into a wall has recorded a hazard without controlling it.
Handover is the point of the document
The register outlives the project. It transfers with the building and it is the record the next owner, the next facilities manager and the next trade relies on.
That makes completeness and clarity more important than they feel at the time. Vague location descriptions (upstairs, the plant room, various) are the ones that fail years later when someone is standing in the building trying to work out whether this particular sheet is the one on the list.
Record what was inspected and what was not. An area that was inaccessible at the time of the survey is a genuine and important entry, and leaving it blank reads as an absence of asbestos rather than an absence of information.
